Cisco Meraki uses cloud based management to mantain your gears, if the cloud was unable or not, the Meraki gears (MX, MS, MX, MV and SM) still working as well as previusly configured but dont send consume or client informations live.
All of Meraki solutions are able to save the metadata of your devices in itself and other information that will resend when dashboard are online again.
Unfortunely when you do not have connection with dashboard or your gears not connected to the internet, you are not able to change or modify the Meraki gears configurations.
