First I strongly recommend downgrading to version 16.16.6, if you look we have several other threads open related to instabilities from version 17.x.
Meraki even removed version 17.10.1 from the stable release list.
I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.
