Applying policy on specific WAN port

I have a customer with a 10Mbps ADSL Primary link (WAN1) and a 20Mbps LTE link (WAN2).  They only want VPN and critical traffic to be routed over WAN2 when WAN1 fails. Youtube, Facebook, I-Tunes etc. should be blocked.

Can this be configured with Meraki?

Got the same problem.

It's possible with a backend modification to append cellulare failover wo Outbound rules when WAN1 failed but in cellular failover you can't add FQDN rules so
