If it wants you to select the last tick box do so then just unsubscribe once done.  I’m sure you’ve signed up for worse ie free wifi or accepted Apples T&Cs

It's forcing me, I have no option to not sign up for it (as per my screenshot)
I believe it's an issue and not on purpose, I'm just trying to make the world a better place 😛

This is working as designed. I know it's somewhat annoying to be forced to sign up... but we were required to set it up this way for... reasons. Sorry.

Maybe @AmyReyes can check if this is on purpose, or enabled by accident.

It's working as designed; you have to check the box to create your account. Not really ideal end-user experience but, well, this particular decision wasn't the community team's decision to make 🙃 (perhaps I'm being a little too honest here... oh well :-))
