Sync Owners from apple business manager not ASM?

Is it possible to sync owners from ABM and not ASM?

I have an ABM account and want to sync the users over, but it looks like it only allows ASM, why is that?

Thats because ASM allows schools to create Apple ID's giving them 200GB of free icloud space. Apple want business users to pay for iCloud if they wish to use it.
