Removing Play Store app from app list blocks that app?

I've added some apps to our app list in dashboard so they show in the Managed Google Play Store. However, some of the apps I want to remove from our Managed Play Store. I found that removing apps from the app list blocks them so users cannot install them even from the normal Play Store. Is this a bug or by design?

I want users to still be able to install these apps under their own Google account without having them in the app list.

Is that configured with the Device owner mode ?
