QR scan not working on MDM enrolled iPads

I have a mixture of enrolled and managed iPads.

The enrolled devices cannot scan QR codes whereas the managed ones can

I have added a 3rd party app to allow scanning of QR codes but it is not ideal as it can be done natively

 

All the settings in Meraki Manager seem to be set correctly and the same with the enrolled devices - even compared to one of the older managed devices

 

What has gone wrong?

@R__S  is camera access allowed i.e. its not restricted via a profile setting.

 

Also you need to allow the app to access the camera via privacy settings.

The camera is allowed because I can see the QR code when activating the camera, it just doesn't scan it
The camera works fine for everything else

Is it Android?  Does it require a third-party app to scan the QR codes (such as the built-in camera app)?  It maybe that third party app is not permitted.

It's iOS and I have other devices that are managed by Meraki (added in as a device, not auto-enrolled) and they work fine
I don't need a 3rd party camera app although I have added a 3rd party QR reader app to get me through until I can find a solution
I would prefer to use the inbuilt system rather than keep adding apps
