How to restore backup (contacts/sms) once a device is enrolled in Device Owner mode (Android)

Is it possible to restore contacts and messages in any form or fashion once a device is enrolled in SM via Device Owner mode?

I get an error that says restore is disabled due to security policy, but desperately need contacts restored from a google or samsung account.

Are the contacts not synced with the Google account?

Yes they are synced, but when I try to restore it is grayed out.

Bump on this thread, having similar issues with not being able to restore backup from Google accounts.
