Have apps available but NOT pushed

Is this possible?

We don't want to push all available apps to users as some only have 16Gb phones and fear their precious space is being used by apps they won't use.

So we'd like the apps to be published into the SM app, where users can download the ones they feel relevant.

Sure is, just don't check "Auto-install / Auto uninstall" in your app page

So assign the app with a tag, but don't Auto install?
