We are a school and use Meraki MDM to manage our iPads. We had a handful of parents (and possibly students) enable "Screen Time" to manage their child's devices. This has led to a lot of unintended consequences: students unable to access materials for class, student's devices "turning off" during the day as they hit their screen time "limit," and more issues that have only been resolved through a clean wipe of the machine and setup (very time consuming). i cannot find a way to hide "Screen Time" so that parents and children aren't hopping in to enable them. What am I missing here?

You can use the "Allow configuring restrictions" payload to disable this, as per the https://developer.apple.com/documentation/devicemanagement/restrictions document published by Apple:
