How to merge 2 Organizations with devices and licenses?

I have 2 organizations that need to merged into 1. I am the administrator of both via MSP Portal. How can I merge these 2 organizations with devices and licenses?

Is the solution to create new networks in Organisation 1 and then move devices from Organization 2 and then ask Meraki support to move licenses?

That seems to be the best way.

Remove and Unclaim the device from Org 1. Claim and Add the same in Org 2.
