Hard to save changes

I was trying to save some changes in the Dashboard today.  I get this helpful "Help Center" bubble popping up over the save button, and you can't move it or get rid of it.

That seems annoying. What page do you see the help center popup on?

I do find the Help widget the most annoying “feature”. Why is it there?

Maybe they think I need Help 🙃
