Are there any device list display restrictions for Network Admins?

I was invited as a Network Admin. However, no devices are visible in the Network, and when I asked the Organization Admin, they said the devices have already been assigned. They also mentioned that once the devices are powered on and connected to the Meraki cloud via the internet, they will appear in the list. Is this situation possible? 

Once the devices are assigned to the network, shouldn't the device list be visible regardless of the cloud connection?

Once devices are assigned to a network, they should typically appear in the Dashboard under Network-wide > Monitor > Devices, even if they are offline.

There is no Network-wide > Monitor > Devices.

The devices should be visible as soon as they have been assigned to a network.  Even if they have never connected to the Internet.

@GaeMi are you referring to Meraki equipment or end user devices?

I just got a organization admin privilliege from orginal organization admin, I checked there were no devices in organization -> inventory. I think it didn't claimed. I claimed some devices for test, it appeared immediately.
