Unable to install Meraki in Device Owner Mode on Android phone

I am trying to install Meraki in Device Owner Mode on a Samsung Galaxy A54 5G phone, Verizon network.
I get as far as the explanation of Device Owner Mode but then get the following error message:
Work Profile mode, which is not what I am trying to do, and it fails to continue after that, presumably since there is no standard account set up on the phone, and I'll get this message:

Can't set up device

Contact your IT admin for help

          Reset

It does not matter if I am using the QR code or the enrollment code.

There are no messages in System Manager that would explain the error.

 

Just to get extra information, I was able to set up a Meraki Work account on the phone, but that is not how I would like to send out the phone.

 

I see that there was a similar issue with Android 12 phones a couple of years ago.
This phone is on Android 14.

 

Once the setup starts, it appears the Meraki app is following the incorrect setup mode.

Any suggestions on how to resolve this?

I called Cisco Meraki Support.
They are aware of the issue with configuring Device Owner Mode on Android devices.
They are working on a fix, but no ETA was available.

They did however provide a work around, and I just successfully set up a Samsung A54 phone.
The work around is documented in this KB article:
Enabling Device Owner Mode using Android Debug Bridge (ADB) 
It might be a bit tedious and maybe not workable if you have a large number of devices to set up but works great otherwise.

Have you tried tapping the setup screen 6 times at the beginning of the set up?

Yes, that is how I start the setup.

Also tried the Android 10 method, using the afw#meraki Google account and the enrollment code with the same result.

Recreated the same issue with another device. Note that this device was enrolled.

Unenrolled the device (Galaxy tab S7 - Android 13) from Meraki.

After reset, tapped 6 times and scanned the Android version 11+ QR code under Device Owner mode.
Joined the Wi-Fi network.
'Getting you tablet ready' screen appears.

Changes to 'This device belongs to your organization' screen. Select Next.

'Getting ready for work setup' screen.

System Manager notification: 'Work Profile mode is designed for personal owned device ...'. (!!!)

Select continue. And we are back to

Can't set up device

Contact your IT admin for help

          Reset

 

Also, I was able to re-enroll a Galaxy A53 without issues last week.

Hello hengelke,
Were you able to enroll a new Android device today? We are facing a similar issue and can't enroll any devices. There weren't any issues in the last few days, and on the Meraki status page, everything should be fine.
 

Just tried it again this morning and the issue remains.

Enrolling new devices in Meraki does not work, We have the following error:

Is there any update on when this will be resolved? Seems like an outage to me.

The issue has been resolved. I was able to enroll a device using the regular enrollment process for Device Owner Mode.
