The solution was that the device has to be rebooted via holding the power button instead of just unplugging the power cable (device has no battery inserted).

You have to know the package name of the samsung camera app, then copy and paste it into the Allowlist under the "Android System Apps" setting. According to this site, the package name for the Samsung gallery app is com.sec.android.app.camera Once a system app gets disabled, I don't think there is a way to re-enable it without a factory reset. Therefore, I would try factory resetting the device and make sure the Allowlist setting is saved before re-enrolling the device in the SM network.

After we enable the permissions for the Meraki SM app shown in the app's "Alerts" section (see photo), the permissions get reset after a device reboot. Device Model: SM-T638U OS Version: Android 14 Meraki SM is in device owner mode.

I have noticed the "re-installs infinitely" issue with APKs that I upload to the Meraki cloud (non play store APKs.) It happens to me on factory-reset or new devices. After enrolling in device owner mode, the APKs I have set to install on the applicable profile will keep getting re-installed every few minutes until I reboot the device. A device reboot normally fixes the issue for me.

We were able to block all incoming and outgoing calls by calling our wireless provider and enabling the "call barring" feature on specific lines.

With "Android Device Owner" we see the option to Disable SMS. But what if we want to block all calls? I have Android devices that receive spam calls. These devices do not need to be using the phone feature at all. How can I prevent all incoming phone calls? I also tried using Blocklist under Android System Apps to block some of the System phone/dialer apps but that didn't work. The "Phone" app disappeared from the apps list but I can still receive calls.
