Hi, Windows is not great at handling situations where the client and / or server (MX) is behind NAT, and this will generate an 809 error. I am also seeing that, recently, the Windows VPN client does not report the specific numerical error, but reports "The network connection between your computer and the VPN server could not be established because the remote server is not responding." This can be resolved with a registry edit, which can be tricky to apply. However, you can download the regedit file here The link also contains advice on resolving other Windows client VPN errors. Yes, /29 would work for you. VRRP is by default sent over LAN and it uses the LAN VLANs for VRRP traffic. Please check the following documentation on more details regarding High Availability pair: https://documentation.meraki.com/MX/Deployment_Guides/MX_Warm_Spare_-_High_Availability_Pair

Yes this port is an alternate port. This means you will be having inbound BPDU's. If you want to check where the BPDU's are coming from you can do a packet capture on the port filtering for: ether host 01:80:c2:00:00:00 and let it run for 30 seconds so you can gather all BPDU's. The bridge ID of the incoming BPDU should give you a clue from what the device the frame is coming from.

Would suggest you to configure an SSID with the same configurations and check if the client is getting a splash page when he connects. Try to keep the Splash page frequency to minimum so that you can also try to disconnect the client and connect it again. This will isolate the issue further.
