You should be able to check the port by from anyconnect page. In my case its 987. So opening tcp 987 was enough for it to work in my case. If its still not working you should take a pcap and check if the traffic is hitting MX or not, it is possible that you will need to call your ISP to get the port opened from them.

If those VPNs are non-meraki VPNs then you would need to make changes on remote location to point to the new IP, if those 4 VPNs are meraki auto-vpn you don't need to worry about them, meraki registry servers will be auto updated with MX64 new IP and they will relay than info to other participating MX devices. MS220 is a layer 2 switch so it shouldn't be that difficult to replace it.

Short answer, if you are doing cable to cable replacement there isn't anything else. Verify if they are using client VPN, then their might be additional validations you have to perform.

I would advise to keep the old ISP plugged in and configure new ISP as well. MX64 has dual WAN uplinks. Once the new ISP is configured an in ready state, remove the cable for ISP 1. Also check if you have any configurations in SD-WAN & traffic shaping, to be moved to WAN2 since the new ISP will be on WAN 2. If you are unable to do it as mentioned above and would simply like to replace the ISP cables, remember you have access to local status page of the MX to configure static IPs incase the device goes in a state where you are unable to access it via dashboard. You can access the local status page by navigating to http://mx.meraki.com/ by connecting to the LAN interface. Follow this documentation for local status page. Both methods are good, and its just about preference.

It is highly likely that the MX is not getting the client VPN request at all, you might need to NAT or port forward on the upstream ISP router and open the port you have set for anyconnect on your MX. Your ISP should be able to help you with this, or you can login to the upstream router with admin credentials and make changes by yourself. If you would like to troubleshoot this further you can collect pcap on internet interface on MX and verify if you are getting client VPN traffic for anyconnect port in your pcaps.

Why would you want to connect ISP2 to MX2 on WAN 2 and not WAN1. It might work, however: 1) You will not be able to use VIP, which provides a better failover between devices. 2) Not sure how would Anyconnect work in this scenario, incase of a failover. This might work but is not a recommended design.

First things first! Is this affecting wired devices as well or just the ones over WiFi? Can you test it with a PC on a vlan(other than 1) without RADIUS auth? What happens after 5 minutes of inactivity, does the PC goes to sleep?

Have you tried blocking the IP from Security & SD WAN -> Configure -> Firewall and adding a rule in inbound rule? Details on using layer 3 firewall rules.
