Hi, Yes, I have already confirmed with Cisco Meraki Support that it is a bug. the solution is to downgrade to MR 29.7.1 version.

All access points with MR 30.6 version do not show the splash page when clients connect, the solution is to downgrade to MR 29.7.1 version. This only happens if you are using splash page redirection.

Meraki currently has MAC filtering through Radius, however there is another method and it is to create a group policy in which you deny everything and to the equipment that you want that if they browse add them to the Full access policy
