It looks like meraki using whitelist and block all inbound traffic by default, all you can do is put allowed IP in allowed remote IPs column, on the other hand, if you allowed any, try blocking specific IP by using outgoing rules, or open cases for meraki support.

Can you ping the file server? Is Windows Firewall on the server allowing traffic from remote subnets?

The only way I think you'll be able to get that information is by configuring logging for the inbound traffic on the MX and then use the Syslog information to look at the flows. It's likely to be a huge amount of information that you'll need to analyze though, you'll probably need another tool to assist you in making sense of it. Oh, yes, it's the mail-server that needs to send mails. I was under the impression that you want to only allow access *to* the Mail server. Of course Bruce is right here.

You have to: Create a new Group-Policy Deny all traffic to the list of unwanted servers Allow the rest Apply this Group-Policy to the Mail-server
