Regular Meraki will do it though. Meraki Z3 is about same price but requires licencing. Azure IKE2 Multi-site VPN is an expensive option though

@homeowner VLAN creation is enabled on all Meraki Go devices. You can create VLANs on the GX. https://documentation.meraki.com/Go/Meraki_Go_-_VLAN_Configuration
