Pallets can hold that weight, and they also have holes in them through which you could route the cabling. The PDU's could be in the open space between the top and the bottom of the pallet. Seems like with the way the tree is setup, the sides of the switches already get airflow. Love @Wazz 's idea for stackpower, that can save you some outlets.
