Based on the discussion I would suspect it is faulty.     Some things you could try / confirm:   When physically connected to the MX via the management - port 3 usually on the smaller MX devices - does your client receive a IP address? - try browsing to the default GW- try the following two links -  http://mx.meraki.com , http://wired.meraki.com   https://documentation.meraki.com/zGeneral_Administration/Tools_and_Troubleshooting/Using_the_Cisco_Meraki_Device_Local_Status_Page    Then also try factory reset - https://documentation.meraki.com/zGeneral_Administration/Support/Resetting_Cisco_Meraki_Devices_to_Factory_Defaults      Hopefully the above helps - may suggest checking with Meraki Tac to see if they have anything else they could advise. You would likely have to get the RMA completed through them. In my experience RMA's have been very quick.
