For native MS switches like the MS130 you DO get a power cord if you order from the US but you do NOT get one if you order outside of the US. For Catalyst switches it is not as clear. I found that native Catalyst switches and secondary PSU's in Cisco DNA mode do come with localized power cords but the -M (Meraki managed variants) don't come with them. But I am based in the EU so I'm not sure for the US.
