Are the terminals inside the forklifts? Do they have an aux port for external antennas? The forklift has thick glass and caging often results in bad RF.  Are you able to share the specs or the settings of the terminal? What power level are the APs are running? I see the APs are installed with not much horizontal separation. At that height, they still see each other and turn their transmit power down to reduce CCI. Is the current channel on 5GHz running at 80 Mhz on the AP?  Is your laptop or device you are testing from capable of 802.11AC at 2x2?  To get around 400Mbps, you probably need to sit next to the AP, which you are but MR33 isn't really a full blown AC AP. Maybe you want to try 20Mhz width on 5GHz to increase compatibility as well. And for 2.4GHz, are you able go for minimum 18Mbps or even 24Mbps to shrink the cell sizes a little so your utilisation goes down a bit.
