Can you point me to where you have read that it has to use Meraki's NTP? Anything with DHCP you should be able to point to your internal NTP. You can't combine and route all traffic out a virtual WAN (2 Physical WANs). You could have both of them active. Send certain traffic out one WAN and other traffic out the other. You would have no redundancy, but depends on the needs. Reset IP stack are you meaning (netsh int ip reset?) Did you reboot after that? Also check Xbox Live Networking Service is off. Try using rasphone.exe (Windows Built-In) when testing. There are a bunch of things it could be or things to try to help narrow the issue. My thought is if it works on a different Windows 10 device wired/wireless on a different network and it works on wireless on this laptop, then maybe it is a wired network issue and not a Client VPN issue. Can you check settings on the working wired network vs not working one?

My recommendation is RMA the licenses. In the long run it will be cleaner to have the order and dates match when they were deployed. The other option is you could move the remaining to a different network/org. That may require support, but really isn't ideal.

Depends on you topology. If you have a single switch then I would say no. If you have more than one switch, can you share how the network is connected?

Most likely the license expired (1 year) and needs to be renewed. In that case you need to contact sales/partner/account rep. Another option is contact support and they can help provide some options. You may be able to claim the hardware and add to your org, then have them put a 30 day grace license on it, while you get the normal license renewed.

This seems like it might be more related to the PC settings. I should double check SMB settings. Check if you can browse to the share from your PC to the other PC. On the Meraki side I would check the group policies for all these devices are the same. Then do a packet capture on the working setup. Then a packet capture on the non working setup. Compare those and see if you see any issues. Also for reference what Meraki equipment are you using (MX64/MR33/MS120)?

I believe you will run into issues with any solution especially if you don't have access to Azure, since most of the config needs to be done properly there first. DNS or MDNS might be a place to look. Also I would recommend doing a packet capture on both devices when this issue is happening. I have found many issues making sure Chromecast will work in certain networks.

I found a link in the documentation site. https://documentation.meraki.com/Architectures_and_Best_Practices/Cisco_Meraki_Best_Practice_Design/Best_Practice_Design_-_MX_Security_and_SD-WAN/Meraki_Auto_VPN_General_Best_Practices I tried looking for these, my bet is that it is a stencil pack or platform Meraki is using for topology. My guesses would have been draw.io or LucidChart, but I couldn't find similar shapes on either. @CameronMoody or @MeredithW might be able to help find out what they use internally for these drawings.

I would swap the power cord with the switch during down time, then if the issue comes up with the switch it confirms its the cable, if not then you can start looking at the power source.

It can be done with VPN access, although I think you will run into a headache with HVAC techs with that. Most of the time we allow the ports (if secure) from their IP (Office) only that way they can manage their devices, but don't have a bunch of security to deal with. Also if there is a breach then you can rule it as it was done form their IP, instead of one of your auth'd users via the VPN.

Did this work at some point or is this a new deployment? On the client machine network adapter, IPv6 turned on or off? I assume if possible to connect physically into the datacenter then this issue does not occur?

I am fairly sure SplashAccess doesn't work with the MX internal wireless. If it doesn't I don't think it is intended to. I know this is for an MR, but did you follow these instructions?
