If you have one security appliance you can set up a VPN tunnel with an MR33. https://meraki.cisco.com/lib/pdf/meraki_datasheet_MR33.pdf https://documentation.meraki.com/zGeneral_Administration/Cross-Platform_Content/Client_Addressing_and_Bridging/Small_Remote_or_Home_Office_VPN_Options   Doing this all your locations will be connected and would not require a MX at each location.. your "Corporate" traffic could be tunneled back to your MX and your guest traffic will be just sent straight to the internet.  I can dive more into this if this is something you are looking for. ... My guess the Cisco 2960 may not have the proper POE of the MR42e's... Cisco 2960 specs here the MR42e requires "Power over Ethernet: 37-57 V (802.3at required; functionality-restricted 802.3af mode supported)" MR42e's specs here...The Cisco is  IEEE 802.3af-compliant but that mean the MR42e is operating in functionality-restricted mode... Also depending on the model of 2960 not all ports provide POE. The Cisco Catalyst 2960PD-8TT-L Switch only has 8 ports of POE have you tried plugging it into a different type of switch?  ...
