The Roaming decision ist done by the Wireless Device and depends ON the manufacture of the device

Hi
But if I want to make the user disconnect at -67 and reconnect to the closer antenna.
I remember that there are controllers that support the option to decrease the rssi

Hopefully not, RX-SOP is a guaranteed way to break a network if not understood completely.

Two features you can adjust gradually without breaking too much are to increase the min rate and reduce the transmit power. But better let someone do a validation who knows how this works.
