My customer is using Meraki.
the problem is that, now the guy who holds Organiziation Admin has left company without letting anyone his password + account.
So, how Network admin can change his role to Org Admin?

You can't.
You must know what the persons company email address was who left the company. Alias/forward that email address to the network admin. Then perform a password reset on the Meraki Dashboard and log into their account and change the rights as required.
