Meraki Cloud Authentication doesn't seem like it's the best option for your use case.

You could leave the guest wifi open , or If you need to secure it, you could simply use WPA2-PSK.

Is the Sign-on with with Facebook or Google an option?

Do you need the customer to sign up?  How about a simple splash page they can just click "continue" on?

our customer would like the enter the password within the splash page rather than to have password page popup before the splash page, just thinking if there is other method to fulfill customer need

Ok, but it doesn't increase security if it's the propose.  You can try with billing.

But in my opinion 802.x always will be the best option.

An example of what fast pre-paid billing looks like is in the link I provided:

Depsite the word "billing" in the name - no billing is required.

just realized billing is not the one our customer want

You can use pre-paid billing in "fast" mode.  You set the billing price to $0.  You then pre-generate a bunch of the codes (say 100), print them out on little slips of paper, and give them to the guests if they want to use WiFi.
