On the device itself attempt to access http website that should trigger the redirect to the captive portal.
If still does not work you will need to check with captures whether

  • client device is sending the GET request
  • AP is re-directing to the right splash
  • client is following the re-direct

Force Open a Captive Portal on Mac, iPhone, iPad. The simplest way to forcibly reopen a captive portal wi-fi login page is to go to the following URL in Safari on your device: Go to http://captive.apple.com/hotspot-detect.html in Safari. This should immediately find the captive portal and force it to open.

Try allowing the URL captive.apple.com on the Walled garden.

You are allowing non-http traffic, you need to configure it to block and allow only what is needed in the walled garden.

I can't say that the Iphone is blocking, but a custom page without a valid certificate could be the problem.

Did you test it with the page that Meraki provides, not the custom one?

I performed the test, and the Apple device displayed the splash page with the Meraki splash page. I tried something out, and it seems to work. After the splash page, I added the URL, and it seemed to be working.

I belive it  dosent the best solution but it seems works fine
