Do note that the Dashboard only supports these APs in cloud monitoring as @RaphaelL mentions. So you’ll still need a 9800 controller. You can not add these APs as any other Meraki AP and manage it from the Dashboard.

You write "migration" ... do you mean converting these APs to be running on the dashboard without a local WLC ?
Then no, that is only for the CW916x APs (where you can actually start the migration on the 9800 WLC).
For monitoring the 9800 WLC with the C9100 APs on the dashboard yes, that is supported as mentioned by others.
