Edit: I think I misunderstood the translation I got. I presumed license meant Meraki license but the other reply may be more what you were asking.

The only free equipment program I'm aware of was the CMNA program and that ended in 2022.

Will I get a certification for attending ECMS?

The ECMS courses do not come with a certification as they are meant to prepare individuals to pass the Cisco Meraki Solutions Specialist certification.
