New to Meraki , MS225-48 Switch uplink port question

Can any of the 4 uplink ports be configured to be used as an access port with the use of spf copper module?

Yes they sure can. Just because they are SFP ports does not mean they have to be used as uplink ports. You would use one of these ports if you have a server with a fibre connection rather than a copper connection.
