Multiple Public Switches on same ISP subnet Static IPs - No Connection

All,

 

I installed a Miraki switch on one of my ISP public IPs (1 of 5).  I have another router for different network on IP 2 of 5.  The Miraki VPN won't allow from the other router traffic.

I resolved this years ago with a Sophos switch, but do not see the same option in Miraki.

How do I make it so the other routers on the same block of static IPs can talk to each other?

If you want to route traffic internally between the two devices then they'll need a LAN connection between them.

two different buildings so that is not possible.   two routers under the same ISP subnet have to be directly cabled?   they are both connected to the perspective internet behind the same ISP router\switch\modem.
