MS130R-8P PoE Mystery - the switch fails to provide PoE for one 802.3 af device, but not another...

Has anyone run into a problem like this with the new MS130R-8P switches?

No PoE provided to an EnGenius ROAM Base Unit, which is 802.3 af compliant.  On the same port, I plug in an Avaya J179 IP phone (also 802.3 af compliant) and PoE is provided.

Here's the interesting part.  I take that same EnGenius ROAM Base Unit and plug it into an MS355-48X2 and PoE works.

Meraki support says that the MS130R-8P provides PoE over 2 pairs (which is BT), and that THAT is the end of it.  If that is the case, why would the Avaya J179 work on the same switchport on the MS130R-8P that fails to provide PoE to the EnGenius?

Any ideas, insights, or suggestions would be appreciated.

Do you get LLDP information on the switch port for the EnGenius when it is working in the 355?  If not and if the Avaya does give you LLDP information, that could well be the issue.

Strange, the switch should be fully backward compatible with 802.3at and af standards.

There could be an issue where the switch only gives power in mode A and the device is expecting mode B (using the other pair).
