Do they work in a trunk port configuration. Are you working with SSID's on different VLANs?
Check the route bridge of your switches sounds like a potential spanning tree issue.
Check the uplink configuration on the switch you are having issues with.
Honestly, need to see the full topology & understand where your gateways are situated to look at this in detail.
Can you ping the gateway the AP's are using from the switch having issues via the dashboard? Check there are no duplicate IP's on any gateway devices (I once had a Meraki access point manage to steal a gateway IP after a device rebooted and lost its lease after a power outage).
