No you cannot say bpdu guard on all access ports. The best way to achieve something similar on an MS switch is using the tags you apply to ports. Usually all access ports on networks I manage I give them an ACCESS tag. Then I can select all ports that have the ACCESS tag and enable BPDU guard.
Also important to know: there is some weird bug on Meraki switches that when you disable BPDU guard on a switch port it takes a long while (like 30 + minutes) until the feature is actually disabled or if you reboot the switch it happens immediately.
