I had a similar issue with some HP switches and and Avaya phone system some years ago and did actually have to put the option in both DHCP scopes as the phone initially chose the wrong VLAN and then corrected itself.
I'd start with @PhilipDAth's recommendation of only adding the options to the DHCP server for the voice VLAN, but be prepared to add them to the data one if it fails.
