Cisco Catalyst 9300 Management with Meraki Dashboard is DNA license required?

Is a DNA license required to be in place on the switch prior to Migrating from Catalyst to Meraki Manage mode?  Meaning if the DNA license expired, can they still do the migration first, once the switch is converted to Meraki Managed mode and claimed in the dashboard, they simply just purchase the new Meraki license for the switch?  OR would they have to first add a DNA license to the switch, then convert to Meraki Manage mode, then follow step 3 on the quick start guide below using the promition to convert the DNA license to the Meraki license?

I only ask because the Prerequisites below make not mention of an existing DNA needing to be in place in order to start the process and I just want to eliminate an additional step if its not needed.

You should be able to convert and then just buy the relevant Meraki license for your model. I don't believe there is any enforcement on allowing you to convert, just the normal you have 30 days to get a license once it's in the dashboard.
