I've read your post via Google translate so hopefully I'm understanding correctly.
If the switch is truly in Meraki Monitoring Mode and you didn't convert it to Meraki Managed Mode then you will need to use the console to figure that out. Monitoring mode should not disable ssh, but it's possible you have some odd config interactions. You are welcome to share a scrubbed config if you desire but you may also want to ask in the regular Cisco Community as there will be more folks familiar with IOS based config.
If you converted to managed mode, SSH is no longer possible, all access is via the Dashboard. If you don't desire that, you will need to contact Meraki Support to convert back and in doing so that will wipe the configuration so be sure you have a backup and a way to console in.
