We need to allow users to view the footage and be able to rename the cameras and to create a video wall. I have given a user the permission to view the footage and store it. But they cannot rename the camera or create a wall of all the cameras. Is there a way to do that without giving access to other devices in the network.

They would need to be at least a network admin. So, if it's a combined network they would have admin access to all the devices.

Only option would be split cameras into their own network and have admins only have write access to that network.
