Access to the Cameras

I want to grant certain users access to the camera portal through the Meraki app or portal vision, but only for viewing purposes. Is there a way to allow this without enforcing the IP restriction that currently applies to me and the other IT admins in the organization?

Yes that's right, I meant limiting the IP addresses (external) from which cameras can be accessed.

You would restrict access at the user/SAML role level to what cameras they can access and what they can do (view live only, view any, view and export any).
