cannot block L7 firewall on Meraki MX67C

I try to block facebook/file share(one drive) and all application cannot block on L7 Firewall but still access via web browser . 

Please suggest me.

You can block from content filtering also.

You can also create an L3 firewall rule and block access to the FQDN facebook.com.  Deadly effective (although I mostly use Content Filtering for this kind of thing).
