What is Organization "firmware flexibility"?

Hi Folks, 

I was rolling back firmware for some appliances via API to v18.211.X and received the following error "Your organization must support firmware flexibility to downgrade to a specific version". I'm assuming this is a backend feature that'd need to be enabled?

Anyone encounter this before?
