Trouble Routing AnyConnect VPN users through Non-Peer S2S

I have a non peer with our Azure space and I want to allow all our Anyconnect VPN users to have access to the Azure space once connected but there routing stops at the default VLAN and doesn't touch the Azure S2S VPN tunnel. 

What am I missing?

Have you included the AnyConnect range in the Azure site to site encryption domain (for your site)?

If you mean the address spaces  in the S2S local address ranges for the meraki side, yes. I included the main default vlan space and the anyconnect subnet as well.
