Site to Site VPN and Hubs

So we implemented our SD-WAN solution earlier this year to many of our sites. We have several hubs and only 2 spokes. The thought around this was that if we have a connection between 2 sites, A and B, and the connection between them goes down, A could still get to B through a separate hub on the mesh. So instead of going from A to B it goes to A -> C -> B and returns back to A. This doesn't seem to be the case as yesterday we had a tunnel go down and it didn't perform as expected. Our we missing something?

Most times  if A to B tunnel is down, its because one of the two locations wan/internet connections is not available.   For example B internet is down, it has no tunnel between A and B, but also not between B and C.
