MX85 not acknowledging new second WAN connection

I have an MX85 (running MX 18.211)
We are only looking to use the RJ45 ports, (3 and 4)

We have a currently working main internet uplink on port 4, statically configured.

We want to add a new ISP connection, to port 3, validate it, and then just use port 3, dropping the old ISP on port 4.

Trouble is, it wont acknowledge port 3 now. And it is also static IP configured.

Plugging it into the uplink wont make the link light come on on port 3.
Plugging it into a switch wont make it come on.

Is this actually a failed port, or is there some other magic we are missing?

Did you before had a sfp present in a wan slot?

Behavior can be a bit strange on this device. I would try a reboot with the rj45 ports connected if possible.

I second this.  Dual personaility ports take effect at boot - that it when it checks what port to acitvate.

Nope. Never had SFP connected.
You still think reboot needed?

Yes.
