MX64 WAN2 router management connection when in 'ready' state

Hi,

I have installed an MX64 with BT DSL on WAN1 and 4G LTE Router on WAN2. All works well and the failover is automatic as expected. My issue is that when WAN1 is "active" and WAN2 is "ready" (the normal state) I can't connect to the 4G router management page to check it is working. Is this by design or can the routing be changed to allow this?
