Excuse the question, but are there any obstacles in China that prevent this communication?

If there are no obstacles, I don't see why it wouldn't work in a HUB and Spoke architecture, since all you need is an internet connection and to configure who will be the HUB and who will be the Spokes.

Issue is currently we dont have Internet Link at Site A and Site B we have MPLS link at Site A  and ADSL link at site B so once internet link delivered at Site A i can create Hub but without internet link at Site B i can not create Spoke currently SITE B  connected to Site A by Point to point link. so i ahve dependency on internet link at Site B untill that can i implement Hub & Spoke ? in china with non  meraki tunnel over MPLA to singapore DC ?

You need your connection to communicate with the internet. With an ADSL connection, I understand that it already communicates, so that wouldn't be a problem, since Meraki doesn't require a dedicated link. However, in the case of MPLS, if it's not possible to use it in a way that allows internet access, there's nothing you can do but wait for your new connection.

But thanks for your support helps me in clearing my doubt.

The only reason your ADSL connection might not be communicating with the Meraki Cloud is if your ISP is blocking it in some way.

I have an ADSL connection at home and my MX  can communicate with Meraki without any problem.

I would have thought trying to run a site to site over ADSL would be problematic simply because of the way ADSL works. If upload traffic is heavy you're going to end up with an unstable connection.

I partially agree; for small sites (maximum 10 users) where there isn't a large volume of traffic (generally administrative offices), it ends up being more advantageous due to the cost.

You may not have such a large SLA, but even so, the cost is worthwhile if it's not a critical environment.
