MAC Address Whitelisting

I have a quick question. Is there a way to enable MAC address whitelisting without utilizing a RADIUS server?

If you are talking about MAB, it is not possible without a Radius server.

I am not a Cisco Meraki employee. My suggestions are based on documentation of Meraki best practices and day-to-day experience.

I think you are referring to "standard" security appliance clients.  If so, you apply the group policy "Allow".  This is based on the MAC address.
